Ohio Incentives
Ohio offers performance-based incentives to assist companies that are starting, relocating or expanding operations in the state. Funding decisions are based on several project factors, including but not limited to job creation, payroll figures, fixed-asset investment commitment, project location and project return on investment.

SiteOhio authenticated sites are a step above certified sites. These sites are construction-ready, meaning that each site is ready for immediate development on day one.
Ohio Site Inventory Program
The primary goal of the Ohio Site Inventory Program (OSIP) is to fill gaps in Ohio’s real estate inventory with real estate targeting near-term sector wins to ensure our state is more competitive for reactive site selection projects. The OSIP offers grants and low-interest loans to support speculative site and building development projects with no identified end user.
JobsOhio Economic Development Grant
Exists to promote economic development, business expansion and job creation by providing funding for eligible projects in the state of Ohio.
JobsOhio Growth Fund
Provides capital for expansion projects to companies that have limited access to funding from conventional, private sources of financing. JobsOhio will consider loans to companies that are in the growth, established, or expansion stage, and that have generated revenues through a proven business plan.
JobsOhio Research and Development Center Grant
Facilitates the creation of corporate R&D centers in Ohio to support the development and commercialization of emerging technologies and products.
JobsOhio Revitalization Program
Offers loans and grants to bridge the financial gap between the appealing cost of brownfield sites and the cost of site redevelopment.
JobsOhio Small Business Development Grant
Exists to provide financial support for eligible projects in designated distressed communities and/or for businesses owned by underrepresented populations across the state.
JobsOhio Workforce Grant
Promotes economic development, business expansion and job creation by providing funding to companies for employee development and training programs.
JobsOhio Vibrant Communities Program
Was established to assist distressed, small and mid-sized cities with catalytic development projects that fulfill a market need and represent a significant reinvestment in the community.
JobsOhio Growth Capital Fund
A co-investment fund that invests in early-stage companies who are Ohio-based or planning to locate a significant presence in Ohio

Helps identify a company’s talent challenges and builds sustainable talent recruitment strategies that support every stage of the candidate journey.
JobsOhio Creation Tax Credit
A refundable and performance-based tax credit calculated as a percent of created payroll and applied toward the company’s commercial activity tax liability.
Research and Development Investment Loan Fund
Provides low-interest loans partnered with a tax credit to Ohio businesses that create research and development capabilities and high-wage jobs.
166 Direct Loan
Provides capital for expansion projects to companies that have limited access to capital and funding from conventional, private sources of financing.
Ohio Enterprise Bond Fund
Promotes economic development, business expansion, and job creation by providing financial assistance for allowable costs of eligible projects in the State of Ohio.
Innovation Ohio Loan Fund
Promotes assistance to existing Ohio companies in developing next-generation products and services with certain targeted industry sectors.
Roadwork Development (629) Funds
Available for public roadway improvements, including engineering and design costs.
Data Center Tax Exemption
Provides a sales-tax exemption rate and term that allows for partial or full sales tax exemption on the purchase of eligible data center equipment.
Rural Industrial Park Loan
Promotes economic development by providing low-interest direct loans to assist eligible applicants in financing the development and improvement of industrial parks and related off-site public infrastructure improvements.
All Ohio Future Fund
The 2024-2025 state operating budget (Ohio House Bill 33) established the All Ohio Future Fund (AOFF) with a historic $750 million investment to support local communities with site-readiness and preparation to attract economic development projects.
